that will give amnesty to an estimated 11 million illegal immigrants
living and working the United States illegally.
Senate Majority Leader Harry Reid said Tuesday that he has the votes to
pass such legislation, which will also create a new guest-worker program
for employers. He told reporters that the sole impediment is convincing
senators to deal with such a politically charged issue.
"What is
impeding comprehensive immigration reform is any floor time to do it,"
Reid said. "I think we have the floor votes to do it."
